I am currently playing the Cataclysm beta and there will be no skill that you are required to buy to use any of your flying mounts in Azeroth. The 310% mount speed will, however be trainable at any riding trainer that can teach you a flying skill. The amount of gold that this ability will cost has not been confirmed yet, as it is not availible in Beta at this time.
Cataclysm will also feature water-based mounts (seahorses, turtles, etc.) and these will go off of your current land mount riding skill.
So, final answer: There is no riding skill that will be mandatory in World of Warcraft: Cataclysm that wasn’t mandatory in the Wrath of The Lich King expansion.
According to WoWWiki, there will be a flying skill called master that is 5k and will make your flying mounts 310%.
However, it does not say that it is required to fly in Azeroth. I’m pretty sure that you can fly in Azeroth straight away in Cataclysm, but if you want to be 310% you’ll have to pay 5k.
I’m just assuming this is how it is. I haven’t run across any information that says you have to pay for Azeroth flying.
